UAE Emiratisation Quota & Fine Calculator
What this calculator does
MOHRE's Emiratisation programme requires UAE mainland private-sector companies with 20 or more skilled employees to employ a minimum number of UAE nationals. Companies with 20-49 skilled employees face a fixed headcount target — at least 1 Emirati by the end of 2024, and at least 2 from the end of 2025 onward. Companies with 50 or more skilled employees face a percentage target instead, growing by 2 percentage points for every year since the mandate took effect on 1 January 2023. Companies below 20 skilled employees, and free zone companies, are currently exempt. This tool works out your required headcount and any shortfall — you supply the current confirmed fine-per-shortfall rate, since it has changed each year the programme has run.
